Foreign Office, September 29, 1905. I HAVE received your despatch No. 280 of the 8th August last, forwarding a copy of a despatch from His Majesty's Consul-General at Shangbae, together with a draft of the German-Chinese Commercial Treaty, as published by the "Eastern Times."
There is nothing, however, in this publication to show what stage has been reached in the negotiations between the Chinese and German Governments, and I shall be glad to hear whether you possess any information on the subject.
I request that you will at the same time report whether negotiations are in progress, or contemplated in the near future, between the Chinese Government and any of the Governments which have not yet agreed to the provisions of Article VIII of the Treaty between Great Britain and China of the 5th September, 1902.
